Crown Prince Nasir secretly plans to destroy the Saudi oil industry and bankrupt the country in order to change the royal family's extravagant lifestyle and destructive rule. To carry out the plan, a French fleet of Hunter Killer submarines, commanded by Colonel Jacques Gamoudi, attacks the oil installations along the shores of the Red Sea and the Persian Gulf. In response, White House officials send American special forces to track Gamoudi down while French forces try to silence him before the Americans discover France's role in the chaos.
